If it is "cemented in", that would be a first! Remove both end plates and inspect between the bottom of the PCB and the base of the case, there should be about 5mm of a gap. If you hold it up to eye level, you should be able to see underneath the board. The rubber insulator mentioned earli...

Mark is spot on!

Those rubber spacers/insulators can be a pain. I find that flexing the board very slightly upwards can allow the protrusions on the solder side of the board to clear the rubber pads that might have fallen off the PCB
