The 3 on the chip is misleading, the datasheet shows them to be 200ns

Fair enough.

Still, from my experience, de-soldering chips can be problematic as the ancient oxidised solder can stick the pins to the holes and no matter how many times you wick the solder and re-apply the holes just don't empty. Many a time I found that I had to physically break the join from the component side using the soldering iron and a bit of sideways pressure until the leg went "clonk" and detached. It has taken me almost an hour to get one 16 pin chip out.
