A question that I know you have answered already, but, just to be sure . . .

You have removed the single bolt that goes through the bottom of the case, through the regulator and onto the heatsink?

And, just to clarify, the regulator heat sink sits in a gap in the plastic rear panel, they both need to slide out together to remove the PCB,

Yes, bolt and nut have been removed. All that moves is the plastic back panel, until it stops at the heat sink. The board itself seems to be cemented in - does not move a bit.

If it is "cemented in", that would be a first!

Remove both end plates and inspect between the bottom of the PCB and the base of the case, there should be about 5mm of a gap. If you hold it up to eye level, you should be able to see underneath the board.

The rubber insulator mentioned earlier should be visible as black pads, they may be preventing the board from sliding out
