I would need an oscilloscope for that? Or could I use one of those cheap 24mhz USB logic analysers from Amazon?

That would be a scope job,

The VDP manual specifies the crystal should be cetween 10.738098MHz and 10.739172MHz (nominally 10.738635MHz 3 x the NTSC colour frequency of 3.579545MHz).

So it doesn't need a super special scope, relatively the frequency isn't that high, but it does need a scope.
